What it does: Emails a one-time sign-in link to the address you typed.
Who can do it: Anyone, signed in or not.
What happens after: If that address belongs to someone in Meeting Wizard, a link arrives by email. It works once and for 15 minutes. Opening it signs you in on that device for 30 days. The page says the same thing whether or not the address is known, so nobody can use it to find out who is a member.
When it is not available: If the email cannot be sent, the page says so. Ask for another link if the first has expired.
